Abstract: After the Anti-Japanese War entered the stalemate phase, the Chinese Communist Party had gradually built up a relatively stable cadre team on the one hand, and on the other hand, it had also faced many internal and external challenges. With the promotion of the Central Committee of the Chinese Communist Party and the Northern Bureau, the Taihang base area carried out large-scale rectification for the Party around 1940 and secretly conducted investigations on cadres during the period. This rectification took the top-down approach of Party consolidation showing the characteristics of “relaxed outside and strict inside”. It determined if the Party members and cadres should “stay” in the party or not. More than one third of the party members and cadres were scrubbed, which played a decisive role in the boundary and extension of the cadre team in Taihang base area. At the same time, it also exerted important influence on the cadre policy and mental outlook of the cadre team.
